Six items are specified:
1. The procurement of medical equipment at all levels of medical and health institutions shall be purchased according to the actual medical needs of the unit. After the collective research of the unit (signature of the members of the unit), the relevant information of the decision-making process shall be attached and reported to the same level of health. And the financial department approves.
2. The procurement of medical equipment by medical and health institutions at all levels shall adhere to the principle of domestically produced and imported, and preferentially purchase domestically produced similar products. Medical institutions can only directly purchase and purchase medical equipment manufacturing enterprises (or national distributors of imported equipment).
3. Implement the “one-vote system†procurement. Medical equipment manufacturers (or national distributors of imported equipment) directly issue VAT invoices to medical and health institutions, and are not allowed to “pass the money†or “money laundering†to third parties.
4. The medical equipment purchased by each medical and health institution must be a common name, a general model, and a general specification. It must not be deliberately "tailor-made" (special specifications, special models) and avoid competition; the reagent port and use specification of the equipment must not be closed. 6. Units and responsible persons who violate the regulations in the procurement process of equipment or seriously exceed the ex-factory price and accept bribes shall be dealt with seriously according to relevant laws and regulations.
Sanming clearly proposed to implement “one-vote†procurement of medical equipment. This is completely different from the previous regulations on drugs and consumables, and it is also a subversion of the two-vote system pioneered by Fujian Province. Fujian has taken the lead in implementing the two-vote system in the country for many years.
For a long time, the mainstream of China's pharmaceutical market is the N-vote system, and there are even seven votes, eight votes, and the circulation links increase at different levels.
Guangdong Province has taken the lead in declaring a two-vote system in the country, but it has not been implemented due to widespread opposition.
In 2009, Fujian Province tried the two-vote system in the bidding for basic drugs in the same year. In 2010, the two-vote system was extended in the non-based drug bidding.
