Carry out food stabilization and production increase. We will continue to do a good job in piloting 50 grain counties (cities) and 500 township and town grain crop planting and high-yielding production, select five preponderant grain-producing cities and municipalities, carry out trials for the establishment of high-yield food crops in the land preparation city, and strive to build a batch of “tonnage, grain, and land”. In the main cotton producing areas and main sugar producing areas, 80 villages with good foundation, great potential, and practical work were selected to carry out high-yield cotton and sugar crops to create a pilot program for the whole township. Encourage the social forces to actively participate in the establishment of high-yield production and promote the combination of high-yield creation with the construction of high-standard farmland.

Increase efforts to prevent and mitigate disasters. Strengthen disaster monitoring, early warning and forecasting, and propose key disaster prevention and mitigation measures in key areas, major crops, and key links. The key technologies for disaster prevention and production increase will be implemented, and subsidies will be provided for the promotion of disaster prevention and production technologies such as rice seedlings (centralized) seedling raising, wheat “one spray and three defenses,” and corn mulch film coverage. Efforts to ensure a steady supply of vegetables. Implement the "National Plan for the Development of the Vegetable Industry", strengthen the construction of information monitoring system, promote standardization of production, develop and expand professional farmer cooperatives and leading agricultural enterprises, and guide various factors to agglomerate in an area superior in vegetables to increase the quality, safety, and organization of vegetable products. Accelerate the advancement of professional and unified defense. Promote the drafting and revision of laws and regulations, rules and regulations such as the Regulations on the Administration of Pesticides and the Regulations on the Prevention and Control of Crop Diseases and Insect Pests, speed up the preparation of major development plans such as high-standard farmland, horticultural crops, japonica rice, and oil, and increase the supervision and control of high-yield projects. .
